Vince G. Portlock earned his Bachelor’s Degree with Honors from Purdue University, West Lafayette, Indiana, in 1986. Vince then went on to Northern Illinois University where he served on the Law Review and earned his Juris Doctor Degree in 1989.
Vince was licensed as an Illinois attorney in November, 1989. Immediately thereafter he joined the firm of Shutts & Shutts, a multi-generation law firm that started in Joliet, Illinois, in 1880. In 1995, Vince joined the firm as a partner and the name was changed to Shutts, Shutts, & Portlock.
Vince has served the legal needs of individuals and businesses in Will County and surrounding Illinois counties for over 25 years in a range of areas including: Condominium/Townhome/ Homeowners Associations; Real Estate; Banking and Commercial Litigation; Divorce; Estate Planning/Probate; Personal Injury; DUI and Traffic; and Appellate Work.
In June, 2015, Vince formed The Law Offices of Vince G. Portlock, as a principal of the firm.
Vince has served in leadership capacity for a number of civic organizations, including:
Kiwanis Club of Joliet – He has been a member of the Joliet Kiwanis Club since 1990. Vince was the youngest elected President in the history of the Joliet Kiwanis Club and has served on their Board of Directors for over twelve years. In October 2019, Vince will once again take on the role as President and preside over the Club as it celebrates 100 years of service.
Center for Disability Services – Vince currently serves as Board Chair for Center for Disability Services (formerly known as United Cerebral Palsy), an agency that aims to improve the quality of life for persons with cerebral palsy and other disabilities including intellectual disability, epilepsy, traumatic brain injury, autism and other developmental disabilities. CDS provides services in a seven county area including Will, Kankakee, Grundy, Kendall, LaSalle, Ford, and Iroqouis.
He has also served as a Board member and President of the Exchange Club Center for the Prevention of Child Abuse as well as Past President of the Hundred Club of Will County, a civic organization that provides monetary relief to family of Police Officers and Fire Fighters killed in the line of duty.
Vince is a member of the Illinois State Bar Association, the Will County Bar Association, and the Joliet Region Chamber of Commerce.
